Majority of Shia Muslims believe that the government plan will affect the Shiites more than the terrorists.

It remains a fact that majority of youths and middle class families reach the venues of Moharram congregations and processions on motorbikes.
The provincial and local administration across Pakistan has planned to ban motorcycle-riding on Moharram 9th and 10th.
“We shall not be able to observe one of our religious duties due to the government’s plans. How could we reach the main congregation and procession,” asked a Shia youth, residing in Incholi, Karachi.

In Sindh interior, sections 144 were being imposed to ban gathering of more than 5 people at one place.

Reports from Gilgit-Baltistan province and other provinces of Pakistan had it that they too plan motorcycle-riding ban on Ashura.
“Normally, the traffic remains thin on the Ashura and public transport too will not be available, so majority of azadars have to suffer from conveyance related problems,” said a Shia woman fromLahore.
Families comprising three or four persons easily reach the venues of Moharram congregations and processions on motorcycles. The government’s plan to ban motorcycles-riding will make azadars to hire taxi or rickshaw.
On the one hand, this option will cost them dearly due to desired fares by drivers and on the other, taxis and rickshaws will drop azadars half a kilometer away from the barriers of security.
It is also relevant to add that security barriers are installed at least half a kilometer away from the main congregations and processions. Therefore, women and children who have to go on foot will have to face difficulties in particular.
